Job Description

Title: Purchasing Manager

Repot to:GM/china Purchasing director

Key Areas of Responsibility
l Partners with other areas of the organization to identify opportunities, aggregate and standardize goods and services required. Includes creating and managing cross functional teams.
l Implements strategy, select appropriate purchasing tools and validates with users, and buy directly where applicable.
l Fosters good working relationships with all suppliers and users
l Manages local suppliers and negotiates contracts where appropriate.
l Provides guidance and direction to purchasing staff for assigned sites or region including performance management, and job and career development with input into staffing and salary planning decisions. Effectively practices Performance Based Management by coaching and developing employees and assures effective alignment with the matrix functions
l Provides ongoing management reports on established metrics, assuring awareness of local supply situations and anticipated changes.
l Ensures effective communication, coordination and cooperation between the function and other functions. Builds relationships and develop open communications with each facility, regional management, business group, and other key customers
l Ensure compliance with Purchasing Ethics, Sarbanes-Oxley 404, ISO and Corporate Standards, Values, audit rules, laws, etc

Required Skills
l Solid understanding of purchasing function, contract language, terms and conditions, and contract design.
l Business management skills including ability to implement strategy, to monitor budgets, expenses, and to manage costs and resources.
l Maintains up to date knowledge in purchasing profession and chemicals industry.
l Ability to develop and maintain a broad understanding of the marketplace for the portfolio of goods managed, as well as eSourcing tools and vendors.
l Excellent communication and interpersonal skills, including the ability to provide effective feedback and coaching, with the aptitude to influence all levels of employees and management, both internally and externally with suppliers and customers.
l Excellent negotiation and problem solving skills
l Ability to monitor and manage performance and development of staff.
l Solid project management skills
l Good understanding of computer based purchasing and inventory systems, including interfaces with other functional applications such as A/P, project and job costing, planning and forecasting.
l University degree in Business Studies, Engineering, Chemistry, or equivalent experience.
l 5+ years in contracting and purchasing including at least 2 years management or supervisory experience.
l Chartered Professional in Purchasing or equivalent National qualification.
